The Almost-Strike of1988
Norfolk driver, Ed Lucas, was returning to the garage after completing the Tunnel Bus. This was a shuttle that went from Downtown Norfolk, through the Downtown Tunnel, to Downtown Portsmouth. When he turned from Church Street onto 18th Street he noticed that the Union Hall parking lot was full.
After parking his bus Lucas went across the street to the Union Hall. Inside he found several members assembling picket signs in preparation for a picket outside the main gate. Local President J. S. Whitt and the company were at an impasse over the contract negotiations.
So Lucas and another member grabbed signs and started marching down 18th Street. But after only two laps, President Whitt called the two picketers in because CEO Womack found out about the strike and called him and agreed to give the Union what they wanted.
